According to the Right line Analytical Center, a leading developer of software solutions in the financial and banking spheres, the volume of purchases for 2024 in the field of information technologies within the framework of the Federal Law 44-FZ amounted to 314.19 billion rubles, which is 13.5% higher than in 2023. A total of 93,455 purchases were placed – 14.4% higher than in 2023. The volume of purchases under Federal Law 223-FZ amounted to 141.52 billion rubles (a decrease of 7.2% compared to 2023). In 2024, 35,059 such purchases were published (2.8% more than a year earlier).

In 2024, the number of government purchases of software and licenses under the 44-FZ increased by 6.7% (compared to 2023) and amounted to 21,495; purchases of computers and peripheral equipment increased by 16.9% and amounted to 72,114. At the same time, the volume of software purchases under the 44-FZ in monetary terms increased by 12.5%, equipment – by 14.6%, and amounted to 152.57 billion rubles and 161.62 billion rubles, respectively.

The number of purchases of software and licenses under 223-FZ was 10,687 (up 2%), hardware – 24,709, which is 3% higher than in 2023. The volume of software purchases amounted to RUB 68.81 bln (down 13.3%), hardware – RUB 72.71 bln, which is 0.7% lower than in 2023.

The regions with the largest volume of government IT purchases under 44-FZ include: Moscow, St. Petersburg, Kaluga Region, Moscow Region, Yaroslavl Region, Novosibirsk Region, Sverdlovsk Region, Leningrad Region, Nizhny Novgorod Region, and Krasnodar Territory.

Under 223-FZ – Moscow and Moscow Region, St. Petersburg, Leningrad Region, Krasnodar Territory, Chuvash Republic, Sverdlovsk Region, Krasnoyarsk Territory, Republic of Bashkortostan, Nizhny Novgorod Region.
