The IT government procurement market is growing rapidly: in 8 months of 2025, the volume of government procurement increased by 29.7% and amounted to 269.10 billion rubles.

According to the Right line Analytical Center, a leading developer of software solutions in the financial and banking sectors, the volume of purchases for 8 months of 2025 in the field of information technology under Federal Law 44—FZ amounted to 269.10 billion rubles, which is 29.7% higher than in the same period last year. A total of 54,814 purchases were placed, which is 4.1% lower than in 2024. The volume of purchases under Federal Law 223-FZ amounted to 97.04 billion rubles (increased by 27.7% compared to 2024). In the current period, 20,962 purchases were published (4.2% less).

In the first eight months of 2025, the number of government purchases of software and licenses under 44-FZ increased by 17.9% (compared to the same period in 2024) and amounted to 15,227; purchases of computers and peripheral equipment decreased by 9.7% and amounted to 40,070. At the same time, the volume of software purchases under 44-FZ in monetary terms increased by 32.7%, equipment – by 26.5%, and amounted to 140.99 billion rubles and 128.11 billion rubles, respectively.

The number of purchases of software and licenses under 223-FZ amounted to 6,935 (increased by 6.7%), hardware – 14,344, which is 7.9% lower than in 2024. The volume of software purchases in monetary terms amounted to 38.55 billion rubles (increased by 11.4%), hardware – 58.49 billion rubles, which is 41.3% higher than in 2024.

“The IT government procurement market is steadily growing. With fewer procedures, it increases in monetary terms: according to 44-FZ, there is a noticeable consolidation of lots and an outstripping increase in purchases of software and infrastructure; in 223-FZ, the trend towards consolidation is even more noticeable.  This is the result of the transition to domestic platforms, infrastructure upgrades and enhanced cybersecurity; large projects are being consolidated into more extensive ones. Moscow and St. Petersburg traditionally remain the leaders in terms of volume, while a number of industrial regions are increasing investments. We expect that the seasonal acceleration of the fourth quarter will consolidate the current dynamics and demand for domestic software, service contracts and infrastructure solutions will remain high.”
